%A Buonfiglio, Leda Velloso %D 2018 %T HOUSING OF SOCIAL INTEREST %K habitação de interesse social – política públicas – Programa Minha Casa, Minha Vida %X This paper proposes a conceptual debate on housing, by considering it in its several contemporary meanings: need; demand; commodity; collective social right; shortage; and public policy. The first part of the article is marked by a Marxist theory debate between housing as a need for reproducing social existence; as a demand to be met; and a product that is created as a commodity. Next, housing appears as an object of struggle and a collective social right, in the wake of the human rights discourse. In the pragmatic ma- nagement environment coupled with technical knowledge, housing is assumed to be in shortage. Last but not least, the final part of this paper is dedicated to housing as a public policy focused on a state action that is typical of contemporary housing policies. To conclude, SIH eventually becomes the contradictory sum- mary of the housing concepts listed above, and the last analytical level of the proposed conceptual debate.
