O ESTADO E O DESENVOLVIMENTO DESIGUAL (the state and the inequal development)
Abstract
O desenvolvimento geograficamente desigual é discutido como uma condição para a reprodução do capital em sua fase contemporânea, tendo na ação do Estado um importante fator de explicação. Nesse sentido, observa-se que o agravamento das desigualdades regionais no Brasil e na Bahia, a partir dos anos 1950 teve na atuação governamental aspecto decisivo, revelando uma grande contradição, tendo em vista que, apesar da classe dirigente defender, constantemente, a necessidade de combate das desigualdades regionais, na prática implementam políticas públicas que integram competitivamente apenas algumas regiões.

ABSTRACT
The 5th Congress The unequal geographically development is discussed here as a condition for the reproduction of the capital in its contemporary phase, taking the action of the State as an important explanatory factor. In that sense, it is observed that the worsening of the regional inequalities in Brazil and in Bahia, starting in the 1950s, had in the governmental performance a decisive aspect, revealing a great contradiction, in the sense that, in spite of the leading class is constantly trying to combat the regional inequalities, in reality what it is doing is implementing public politics that integrate competitiveness just in certain areas.
