CULTURAS DE ORDENAMENTO TERRITORIAL: conceituações e perspectivas histórico analíticas (planning culture: concepts and perspectives historical-analytical)
Abstract
O artigo visa realizar levantamento teórico-bibliográfico, bem como histórico-analítico acerca do conceito de ordenamento territorial (OT) e sua evolução ao longo do tempo e, com ênfase no momento em que a análise das culturas de territórios se apresenta como elemento importante nas políticas de ordenamento do território. Com referencial teórico pautado em Estaba (1999), Ferrão (2004; 2011), Albrechts (2004; 2006), Allmendinger; Haughton (2008), Friedman, (2005; 2008), Nadin (2007), Davoudi; Strange (2009), Knieling; Othengrafen, (2009a;b), percebe-se que o ordenamento territorial mudou, tanto em seu caráter prático quanto na sua forma conceitual, sendo percebido claramente a importância analítica das culturas de territórios nos diferenciados padrões de ordenamento territorial.Palavras-chave: Ordenamento territorial, Evolução conceitual, Culturas de ordenamento territorial.
ABSTRACT
The article aims to survey theoretical literature as well as historical and analytical about the concept of spatial planning and its evolution over time until the present time, when the analysis assumes that the local cultures as important for policy spatial planning. A survey was conducted in books and international journals, in order to deepen the discussion on the topic in question. The theoretical framework is guided by authors such as Estaba (1999), Ferrão (2004, 2011), Albrechts (2004, 2006), Allmendinger; Haughton (2008), Friedman (2005, 2008), Nadin (2007), Davoudi; Strange (2009), Knieling ; Othengrafen, (2009a, b) among others, who discuss the issue of spatial planning and planning culture in different national scales. It is noticed that the spatial planning changed, both in its practical character and in its conceptual and analytical importance was noted of the cultures of spaces, as key to different patterns of spatial planning.

RESUMEN
El trabajo analiza el concepto de ordenamiento territorial (OT) y su evolución en el tiempo, y con énfasis en el momento de análisis de las culturas del territorio se presenta como un importante elemento en el ordenamiento. Basado en autores como Estaba (1999), Ferrão (2004, 2011), Albrecht (2004, 2006), Allmendinger; Haughton (2008), Friedman (2005, 2008), Nadin (2007), Davoudi; Strange (2009), Knieling; Othengrafen (2009a,b), es evidente el cambió del ordenamiento territorial, tanto en su carácter práctico y en su forma conceptual, cuando se absorbe el elemento de la culturas del territorio, mientas uno importante en los diferentes patrones de ordenamiento del territorio.
