CHALLENGES AND PERSPECTIVESS OF SECOND-GENERATION CLUSTERS

Abstract

This article analyzes the policies in support of local productive arrangements (APLs) in Brazil and delineate the prospectives for a new generation of APLs considering the National Plan for Regional Development. The analysis is based on literary revisit the productive agglomeration theory from the perspective of innovation. Makes an examination of APLs policy experiences in Brazil. Presents the second generation of APLs with their methodological reformulations in a regional development context. The paper concludes that the debate on the second generation of policies for APLs opens a large field of research and empirical studies for a profound evaluation of the relationship between the local and the regional.

Doutor em Estudos Comparados Sobre as Américas pela Universidade de Brasília (2001). Atualmente é professor titular da Pontifícia Universidade Católica de Goiás na graduação, vice-coordenador do Mestrado em Desenvolvimento e Planejamento Territorial da PUC GO e mermbro do Conselho da Escola de Gestão e Negócios da PUC GO. Tem experiência na área de Economia, com ênfase em Economia Regional, Brasileira, Mercado Financeiro e Ciência, Tecnologia e Inovação. Conselheiro do Conselho de Desenvolvimento Econômico/Fundo Constitucional de Financiamento do Centro-Oeste e do Conselho Deliberativo do Fundo de Participação e Fomento à Industrialização do Estado de Goiás.
