NOVAS ESTRATÉGIAS DE COMBATE À SECA E À FOME NO CEARÁ: A CONSTRUÇÃO DE UM PODER
Abstract
As novas estratégias de combate à seca e à fome no Ceará fazem parte das políticas neoliberais recomendadas pelos organismos internacionais, que orientam no sentido de que os recursos sejam explorados pelo mercados. Tais recursos podem ser os naturais não incorporados, culturais e humanos. O Estado do Ceará deve se inserir no mundo moderno com nova linguagem, onde o subsolo, as argilas ,o sol, o vento, o turismo devem ser mercantilizados, gerando negócios, ampliando as potencialidades de mercado local. Para que isto aconteça, a elite dominante procura acabar, sucumbir das mentes o discurso da seca e da fome, dando destaque às potencialidades do Estado. O semiárido passa a ser fonte para negócios. A reestruturação produtiva, a racionalidade administrativa, a redução dos gastos públicos e a desestatização contribuiram para aumentar as desigualdades sociais e econômicas no Estado.

ABSTRACT
The new strategies to the drought and the hunger in State of Ceará; They are part of the neoliberal politics recommended by the international organisms that guide in the sense that the existent resources are explored by the markets. Such resources cannot be the natural ones incorporate, cultural and humans. The State of Ceará should insert if in the modern world with new language, where the underground, the clay, the wind, the tourism should be commercialized, generating businesses, enlarging the potentialities of local market. For this the dominant elite happens it tries to end , to succumb or the minds the speech of the drought and of the hunger, giving prominence the potentialities of the State. The semi-arid becomes source for businesses. The produtictive restructuring, administrative rationality, the reduction of the public expenses and the sale of the state owned interprise had contributed to increase the social and economical inequalities in the State.
