MEIO AMBIENTE URBANO E SANEAMENTO BÁSICO
Abstract
Este trabalho apresenta resultados preliminares de pesquisas realizadas sobre as condições de saneamento básico e os seus impactos ambientais nos bairros de Pirambu, Cristo Redentor e Barra do Ceará, localizados no litoral oeste de Fortaleza. São bairros de elevada densidade populacional, onde residem populações de baixa renda, encontrando-se uma forte incidência de habitações subnormais do tipo “favelas.” Em função das deficiências de infra-estrutura e de serviços básicos, são graves os problemas de saneamento ambiental que repercutem em toda a área. A partir de 1992, o governo do estado do Ceará estabeleceu um programa de saneamento básico para o município de Fortaleza com o objetivo de ampliar a rede de esgoto e de drenagem urbana, além da definição de metas para solucionar o problema da coleta dos resíduos sólidos. Nesta pesquisa procura-se identificar a situação atual do setor saneamento na área e os mecanismos que produzem a não universalização dos serviços e analisar as políticas que orientam a ação pública local.
ABSTRACT
The paper presents preliminary results of researches made about the conditions of basic drainage and their environments impacts on the neighborhoods of Pirambu, Cristo Redentor e Barra do Ceará, localized on the west coast of Fortaleza. They are neighborhoods of high population density, where are people of low income, finding a strong incidence of subnormal residence kind of “slums”. Because of faults of infra-strcture and basics services, the problems of environment drainage that echo in all area are serious. Since 1992, the government of state of Ceara established a program of basic drainage to the municipality of Fortaleza with the aim of enlarge the net of drain and the drainage of the city, beyond the definition of goals to solve the problem of collect of solid residues. In the research it aims to identidy the actual situation of drainage sector in area the mechanism that produce no universalism of the services and analyse the politics that guide the local public action.
