METROPOLITAN DIMENSION OF SOCIAL HOUSING POLICY

Abstract

The metropolitan area of Rio de Janeiro has compromised air quality due to the great concentration of sources of air pollutants and the mountains that interferes with the transportation of these pollutants. Despite this, has been receiving biggs enterprises, including industrial, attracted by the new highway BR493, the Metropolitan Arch. Thus, the objective of this study is to identify risk spaces, those areas that most concentrate air pollutants and which are inhabited by a more vulnerable population. The methodology uses the ArcGis software to create maps of the areas with difficulties in dispersing air pollutants and on the vulnerability of the population that when they are crossed, allow to obtain the map of the risk spaces. The results show that the risk spaces are precisely in the municipalities that have received the most new ventures.

Atualmente é coordenador da divisão de análise de projetos no Núcleo Regional de Urbanismo do Boa Vista (Prefeitura Municipal de Curitiba), professor associado do curso de graduação em Arquitetura e Urbanismo na PUCPR e pesquisador vinculado ao YBY - Grupo de Estudos Fundiários, Políticas Urbanas, Produção do Espaço e da Paisagem.

PhD. em Estudos Urbanos, pela Université du Québec à Montréal - Canadá, sob a orientação do Professor Ph.D. Richard Morin. Mestre em Ciências Aplicadas - orientação Habitat & Desenvolvimento, pela Université Catholique de Louvain - Bélgica, sob a orientação do Professor Ph.D. Hermann Becker. Graduado em Arquitetura e Urbanismo pela Pontifícia Universidade Católica de Campinas - Brasil. Foi Professor Titular da PUC-Campinas, pertencente ao POSURB (2012-2014) e Editor da Revista OCULUM ENSAIOS (2012-2014). Foi Professor Adjunto da PUCPR, pertencente ao PPGTU (2007-2011) e Editor da Revista URBE (2007-2011). Tem experiência acadêmica e profissional na área de Arquitetura e Urbanismo e Planejamento Urbano e Regional, com ênfase na Produção do Espaço Urbano e Urbanização no Brasil e na América Latina, atuando principalmente nos seguintes temas: políticas habitacionais e fundiárias, planos territoriais e instrumentos urbanísticos, política de mobilidade urbana, governança urbana e participação social, assim como teoria e prática do urbanismo.
