USOS LOCAIS DAS NORMAS GLOBAIS: implantação da lei de responsabilidade fiscal em Barcarena-Pará (local uses of the global norms: the implantation of the law of fiscal responsibility in Barcarena-Pará)
Abstract
Neste artigo expomos como as normas locais interpretam e reproduzem a ordem global, segundo os sistemas de ações políticas hegemônico do lugar. Partimos da hipótese que cada lugar é, ao mesmo tempo, objeto de uma razão global e de uma razão local, convivendo dialeticamente. Desse modo focalizamos como, no município de Barcarena, uma norma global, exemplificada aqui pela Lei Complementar 101 de 04.05.2000, conhecida por Lei de Responsabilidade Fiscal, é usada pela elite governante para reproduzir um sistema de ações conservadoras.

ABSTRACT
In this article we analize the way in which the place called Barcarena responds to the global order according to the diverse ways of its own reasoning. We start with the hypothesis that each place is, at the same time, the object of a global as well as a local reason co-existing dialectically. We think it is that way global norms, illustrated by complementary law 101 of May 4, 2000, known as the Law of Fiscal Responsability, are used by the overning elite of Barcarena to reproduce a system of conserving actions.
