PLANEJAMENTO E DESENVOLVIMENTO REGIONAL: a intervenção governamental e a problemática regional em Goiás (regional planning and regional development: government intervention and regional problematics in Goiás)
Abstract
O propósito deste artigo é levantar questões de cunho teórico e empírico sobre as relações entre os conceitos de planejamento regional e desenvolvimento regional. Para atingir esse objetivo, optamos por avaliar a forma pela qual a problemática regional foi anunciada nos planos de governo de Mauro Borges Teixeira (1961-1964), Irapuan Costa Júnior (1975-1979) e Marconi Perillo (1999-2003). A pesquisa foi elaborada com base em análise documental e revisão da literatura sobre desenvolvimento e planejamento regional. Na escolha dos planos de governo, levamos em consideração os diferentes períodos da história econômica e política do Estado de Goiás. Ao encerrar a discussão, apontamos para a necessidade de se pensarem regionalizações que possam, de fato, contribuir com o
desenvolvimento regional. Se compreendermos a regionalização como um processo pelo qual o Estado estabeleceu recortes para aplicar um conjunto de ações no território, de forma sistêmica, então esse conceito é central quando propomos investigar as relações entre desenvolvimento regional e planejamento regional, especialmente no tocante ao papel do estado.

ABSTRACT
The aim of this article is to raise theoretical and empirical questions regarding the relations between the concepts of regional planning and regional development. In order to fulfill such an aim I chose to evaluate the way regional problematics was announced in the governmental plans of Mauro Borges Teixeira (1961-1964), Irapuan Costa Júnior (1975-1979), and Marconi Perillo (1999-2003). The present research was organized on the basis of documental analysis and review of the literature regarding regional development and planning. With regard to the choice of government plans, I took into account the different periods in the economical and political history of the State of Goiás. This discussion is concluded by highlighting the need for
regionalizations which may truly contribute to regional development. If regionalization is seen as a process through
which the State establishes priorities in order to apply a set of actions systematically in its territory, then this concept is crucial for an investigation of the relations between regional development and regional planning, especially regarding the role of the State.
