PLANEJAMENTO TERRITORIAL E A AGENDA TRANSREGIONAL EM INFRA-ESTRUTURA NA AMÉRICA DO SUL (territorial planning and the trans-regional agenda for infrastructure in South America)
Abstract
Inserido nos debates de regionalização transnacional do espaço por meio das negociações dos blocos sub-regionais do Mercosul e da Comunidade Andina, pretende-se neste artigo discutir a concepção do novo planejamento territorial a fim de desvelar qual a sua relação com o processo de modernização presente na Iniciativa de Integração de Infraestrutura Regional da América do Sul (IIRSA). A partir do estudo do discurso presente em documentos oficiais e por meio do acompanhamento dos debates críticos ao planejamento da IIRSA o artigo traz um entendimento objetivo sobre a integração física que avança na América do Sul através de vários eixos que a recortam. Com essa discussão, o artigo pretende contribuir para uma melhor compreensão do conteúdo geoestratégico do regionalismo transnacional sul-americano e da noção de planejamento territorial existente nos eixos de integração física que visam organizar o espaço do subcontinente por meio de obras de infra-estrutura em redes logísticas, energéticas e de telecomunicações.

ABSTRACT
Inserted in the debates about the transnational Regionalization of the space through the negotiations of the subregional blocks of Mercosul and of the Andean Community this article aims to study the conception of the new territorial planning in order to reveal its relationship with the modernization process of the Initiative for the Integration of Regional Infrastructure in South America (IIRSA). Taking as granted the study of the speeches in official documents and the critical debates about the IIRSA planning this paper brings an objective understanding about the physical integration process that has been moving forward in South America through several crossing hubs. Throughout this discussion the article aims to contribute for a better comprehension about the geoestrategic content of the South American transnational regionalism and the territorial planning notion contained in the physical integration hubs that are supposed to organize the subcontinental space through infrastructure buildings of logistic, telecom, and energetic networks.
