BASES TEÓRICO-CONCEITUAIS DE MÉTODOS PARA AVALIAÇÃO DE IMPACTOS AMBIENTAIS EM EIA/RIMA (theoretical and conceptual methods for assessing environmental impacts through EIA/RIMA)
Abstract
A grave crise sócio-ambiental que o planeta atravessa leva à formulação de novos métodos e instrumentos que minimizem ao máximo os impactos ambientais gerados pela implantação e operação de empreendimentos potencialmente poluidores. Deste modo, este artigo tem por objetivo trazer uma proposição de métodos para avaliação de impactos ambientais, etapa esta, exigidas na elaboração de Estudos de Impacto Ambiental e Relatório de Impacto sobre o Meio Ambiente (EIA/RIMA). Estes estudos são instrumentos legais que se consolidam a partir, da Lei 6.938/81 que dispõe sobre a Política Nacional do Meio Ambiente, e do Art. 225, § 1º, Inciso IV, da Constituição Federal, ainda com sua regulamentação federal pela Resolução 001/86 do CONAMA. Para tanto, foram feitas considerações sobre o que são os impactos ambientais, formulando uma metodologia para sua análise, com uma posterior definição dos atributos e parâmetros a serem utilizados a partir de “Matrizes de Interação”.

ABSTRACT
The serious partner-environmental crisis that the planet crosses takes to the formularization of new methods and instruments that minimize to the maximum the environmental impacts generated by the implantation and operation of potentially polluting enterprises. In this way, this article aims to bring a proposal of methods for environmental impact assessment, stage this, demanded in the elaboration of Evironment Impact Studies and the Environment Impact Report (EIA/RIMA). These studies are legal instruments that if consolidate to leave, of Law 6,938/81 that it makes use on the National Politics of the Environment, and Art. 225, (§ 1º, IV) of the Federal Constitution, still with its federal regulation for Resolution 001/86 of the CONAMA. Therefore, it was exposed the environmental impacts, formulating a methodology for its analysis, with a posterior definition of the attributes and parameters to be used from “Matrices of Interaction”.
