PERIFERIA DA ZONA SUL DA CIDADE DE SÃO PAULO (BRASIL) E DE BOGOTÁ (COLÔMBIA) (the city of São Paulo’s southern periphery (Brazil) and Bogota’s periphery (Colombia))
Abstract
Este artigo trata da problemática da degradação ambiental e social ocasionada por ocupações irregulares nas metrópoles, estabelecendo um paralelo entre duas grandes cidades: São Paulo, capital do estado de São Paulo no Brasil; e Bogotá, capital da República da Colômbia. Na metrópole paulista, em bairros de alto padrão, a qualidade de vida é mais valorizada contando com maior porcentagem de áreas verdes, construções de alto padrão e facilidade de acesso aos serviços e comércios; enquanto nos bairros mais pobres, verifica-se situação contrária. Na metrópole de Bogotá, a situação é semelhante ao Brasil no que diz respeito ao processo de urbanização, ocupações irregu-lares e degradação ambiental, sendo muitos os fatores que resultam neste cenário. Uma análise abordando questões relacionadas a ocupações irregulares e degradação de metrópoles latino-americanas pode subsidiar políticas públicas no que se refere ao planejamento urbano em grandes cidades no Brasil.

ABSTRACT
This paper treats the problematic about the environmental and social degradation caused by irregular occupations in the metropolises, doing a parallel among two cities: São Paulo, capital of the state of São Paulo in Brazil; and Bogotá, capital of the Republic of Colombia. In the metropolis of São Paulo, in high pattern neighborhoods, the life quality is more valued due to larger percentage of green areas, constructions of high pattern and access to services; while in the poorest neighborhoods, contrary situation is verified. In the metropolis of Bogota, the situation is similar to Brazil in it respects the urbanization process, irregular occupations and environmental degradation, being many the factors that results in this scenery. An analysis of the irregular occupations and ambient degradation of Latin American metropolises can assist public politics of urban planning in Brazilian cities.
