PENSAR O TERRITÓRIO E A REGIÃO: por que uma agenda de desenvolvimento regional (thinking about territory and region: a regional development agenda)
Abstract
No cenário contemporâneo, em que há fortes evidências de que a economia global esteja se orientando progressivamente para a valorização do conhecimento e dos serviços especializados como fonte de renda e emprego, vemos se delinear uma nova geometria espacial entre as cidades em escala global, assim como entre os diversos centros em escala nacional e regional. Os fluxos de capitais e informações circulam em velocidade acelerada entre firmas situadas em distintas localizações, ao mesmo tempo em que as distâncias relativas no interior das grandes metrópoles se tornam cada vez maiores, em função dos congestionamentos e da crescente segregação sócio-espacial entre os seus subcentros urbanos. Nesse contexto, sustenta-se que a importância de uma agenda de desenvolvimento regional está em sua capacidade de incorporar o planejamento territorial prospectivo como instrumento para construir vias de dinamização do potencial das regiões que valorizem suas componentes endógenas, de forma a possibilitar uma negociação pactuada entre os agentes públicos e privados no sentido de promover três princípios básicos: a coesão territorial, a policentralidade e a sustentabilidade.Palavras-chave: Prospectiva territorial, Desenvolvimento regional, Coesão territorial, Policentralidade, Sustentabilidades.
ABSTRACT
In the contemporary scenario, where there are strong evidences that the global economy is gradually moving to the enhancement of knowledge and specialized services as a source of income and employment, we delineate a new spatial geometry between cities on global scale, as well as among several centers nationwide and regionally. Capital and information flows in accelerated speed between firms situated in different locations at the same time as the relative distances within the large cities are becoming larger due to congestion and increasing socio-spatial segregation among its urban sub centers. In this context, it is argued that the importance of a regional development agenda is in ability to incorporate prospective territorial planning as a tool to build through boosting potential of the regions that value their endogenous components in order to facilitate a negotiated agreement among the public and private actors to promote three basic principles: territorial cohesion, the polycentricity and the sustainability.

RESUME
Dans le scénario actuel, où il ya des preuves solides que l’économie mondiale se déplace progressivement vers l’amélioration des connaissances et des services spécialisés comme source de revenus et d’emplois, nous délimiter une nouvelle géométrie spatiale entre les villes à l’échelle mondiale, ainsi que entre plusieurs centres dans tout le pays et au niveau régional. Les flux de capitaux et les flux d’information en vitesse accélérée entre les entreprises situées dans des endroits différents en même temps que les distances relatives dans les grandes villes sont de plus en plus grande, en raison de la congestion et l’augmentation de ségrégation socio-spatiale au sein de son centres secondaires urbaines. Dans ce contexte, il est soutenu que l’importance d’un programme de développement régional réside dans sa capacité à intégrer la planification territoriale prospective comme un outil pour construire des routes stimuler le potentiel des régions qui valorisent leurs composantes endogènes afin de faciliter un accord négocié entre les les acteurs publics et privés afin de promouvoir trois principes de base: la cohésion territoriale, le polycentrisme et la durabilité.
