NEW TRANSNORDESTINA RAILWAY AND SPACE ORGANIZATION

Abstract

This text analyses the socioeconomic and territorial impacts arising from the Nova Transnordestina railway construction in the Ceará, Piauí and Pernambuco states. The hypothesis is that the investments in its construction have as main purpose to improve agricultural and mineral exportations, despite possible externalities over the region of its influence which covers not only the states where it is being built but also the region of Matopiba. For these reason, this text highlights the socio-environmental problems that arise from the project and the impacts on communities affected by its route. Methodologically, the text is based on bibliographical survey, documents related to the projects, journalistic information and interviews. Theoretically, it articulates the socio spatial formation concept with the pattern of capital reproduction concept, adapting them to studies of underdeveloped and dependent formations, such as the Brazilian.

Fernando Cezar Macedo

Doutor em Economia Aplicada pelo Instituto de Economia da UNICAMP (2002) e livre-docência (2010) em Economia Brasileira, na área de Política Econômica e Desenvolvimento Regional pelo Instituto de Economia da UNICAMP. Atualmente é professor MS5 da Universidade Estadual de Campinas. Foi Diretor Técnico Científico do Instituto Jones dos Santos Neves - IJSN (2001-2002); membro do Conselho da TECVITORIA - Incubadora de Empresas (2001-2002); e membro do Conselho Municipal de Ciência e Tecnologia da Prefeitura Municipal de Vitória (2000-2002). Trabalhou como coordenador da política de C&T do Espírito Santo no período em que foi diretor do IJSN. Coordena, juntamente com o professor Aristides Moysés (PUC-Goiás), o PROCAD-NF, com o projeto intitulado Urbanização dos Cerrados do Centro-Oeste: desafios e perspectiva para a sustentabilidade, com vigência 2009-20012. Coordena o Grupode Estudos sobre transformações Econômicas e territoriais - GETETE. Tem experiência na área de Economia, com ênfase em Economia Regional e Urbana, atuando principalmente nos seguintes temas: economia brasileira, desenvolvimento regional, economia capixaba, economia regional, desenvolvimento econômico e desenvolvimento urbano.
